제작업체에서 Shell(SA516-70 + SA240-316L Cladding) to Nozzle Neck(SA240-316L)을 용접시 용접봉을 처음에는 Cladding Base Metal to Nozzle Neck 및 Cladding 부위의 초층 용접까지는 E309MoL을 사용하고 그다음의 2nd and 3rd 용접은 Cladding의 Chemical 성분을 만족시키기 위하여 E316L로 용접하는 것으로 하였는데,
One of the disadvantages of full 309MoL welding is susceptible to sigma phase embrittlement due to high ferrite contents during high temperature operation, heat treatment, and/or repeated welding.
Eventually the reason to require the 316L SS (instead of 309MoL) except the first pass is not limited to the corrosion issue but mainly to the metallurgical/welding cracking issue. The end-users are normally considering the metallurgy/welding (new construction at shop and repair/maintenance at field under the same WPS) as well as the operating condition in order to avoid any crack during operation.
Therefore your original requirement may be the best practical guidance. However in this particular case (not high temperature, DT< 250C, and the operating temperature may be 225C and below at the batch operation), the full 309MoL welding may be acceptable provided the WPQ with microstructure analysis under the worst heat cycle times (based on the total heat treatment and welding times) is approved by you or your client.
The fatigue analysis due to batch operation may be required. But I believe it may be no impact the candidate welding materials within the design life.

Hope this helps.
